Pursuant to California
Vehicle Code (CVC) section 21113(f), the University “may adopt rules or
regulations to restrict, or specify the conditions for, the use of bicycles, motorized
bicycles, skateboards, and roller skates on public property under the
jurisdiction of that agency.”
Rules
The campus thereby enacts
the following rules and regulations regarding the use of skates (including
“in-line” type skating equipment) and skateboards on campus.
1.Use of skates and
skateboards is only permitted on campus sidewalks and walkways.
2.Use of skates and
skateboards is only permitted for transportation and/ or exercise use.
3. All forms of recreational
skates or skateboard use that may endanger human safety or possibly result in
any property damage is strictly prohibited. Any person
engaged in activities which endanger people or property are subject to
detention, citation and/or arrest. People engaged in less serious violations of
this policy are subject to the listed sanctions.
4. Whenever UCPD contacts
any person for a violation of this policy, all necessary and appropriate forms
and reports (e.g., Field Interview cards, crime and/or property reports, etc.)
shall be completed, and all persons contacted shall be provided with a copy of
this campus policy.
For Non-UCR
Student Juveniles
First contact by UCPD will
result in the completion of a Field Interview card and confiscation of the
juvenile’s skateboard. The skateboard will be taken to the Police Department
for safekeeping and will be released to the juvenile’s parent or legal
guardian.
Subsequent contact(s) by
UCPD may result in a citation for violation of CVC 21113(a) and impounding of
the juvenile’s skateboard. The skateboard will be taken to the Police
Department for safekeeping and will be released to the juvenile’s parent or
legal guardian upon payment of a $30.00 handling fee (equals approximately one
hour of a police officer’s time).
For Other Non
(UCR) Students
First contact by UCPD will
result in the completion of a Field Interview card.
Subsequent contact(s) by
UCPD may result in a citation for violation of CVC 21113(a) and impounding of
the person’s skateboard. The skateboard will be taken to the Police Department
for safekeeping and will be released to the person upon payment of a $30.00
handling fee (equals approximately one hour of a police officer’s time).
For UCR Students
First contact by UCPD will
result in the completion of a Field Interview card and notification of the UCR
Student Conduct Office.
Subsequent
contact(s) by UCPD may result in a citation for violation of CVC 21113(a) and
impounding of the person’s skateboard. The skateboard will be taken to the
Police Department for safekeeping and will be released to the person upon
payment of a $30.00 handling fee (equals approximately one hour of a police
officer’s time).

21113. (a) No person
shall drive any vehicle or animal, nor
shall any person stop, park, or leave standing any vehicle or animal, whether
attended or unattended, upon the driveways, paths, parking facilities, or the
grounds of any public school, state university, state college, unit of the
state park system, county park, municipal airport, rapid transit district,
transit development board, transit district, joint powers agency operating or
managing a commuter rail system, or any property under the direct control of
the legislative body of a municipality, or any state, county, or hospital
district institution or building, or any educational institution exempted, in
whole or in part, from taxation, or any harbor improvement district or harbor
district formed pursuant to Part 2 (commencing with Section 5800) or Part 3
(commencing with Section 6000) of Division 8 of the Harbors and Navigation
Code, a district organized pursuant to Part 3 (commencing with Section 27000)
of Division 16 of the Streets and Highways Code, or state grounds served by
the Department of the California Highway Patrol, or any property under the
possession or control of a housing authority formed pursuant to Article 2
(commencing with Section 34240) of Part 2 of Division 24 of the Health and
Safety Code, except with the permission of, and upon and subject to any
condition or regulation which may be imposed by the legislative body of the municipality, or the
governing board or officer of the public school, state university, state
college, county park, municipal airport, rapid transit district, transit
development board, transit district, joint powers agency operating or managing
a commuter rail system, or state, county, or hospital district institution or
building, or educational institution, or harbor district, or a district
organized pursuant to Part 3 (commencing with Section 27000) of Division 16 of
the Streets and Highways Code, or housing authority, or the Director of Parks
and Recreation regarding units of the state park system or the state agency
with jurisdiction over the grounds served by the Department of the California
Highway Patrol.
(f) A public agency, including, but not limited to, the Regents of the University of California and the Trustees of the California State University, may adopt rules or regulations to restrict, or specify the conditions for, the use of bicycles, motorized bicycles, skateboards, and roller skates on public property under the jurisdiction of that agency.
Skateboarding
is not a crime ... however, acts that may endanger anyone, or that may damage
any property, may be crimes, and are not considered harmless activities.

Claiming Property (Skateboards)
Confiscated/Impounded skateboards may be claimed within 30
calendar days, by appointment, with the UCPD Detective Bureau at (951)
827-5387. Bureau office hours are 8:00am - 4:00pm, Mon - Fri (except
holidays). After 30 calendar days unclaimed property will be considered
abandoned and disposed of as such.
Fees may be paid with cash, personal check, cashier’s check
or money order. Checks and money orders must be made payable to: UC Regents
