Goal No. 1
Create a campus culture that recognizes the importance of safety

Our Department will help educate our community about the importance of situational awareness, theft prevention, personal safety and available resources.  

07/08 Objectives:

1.Our Department will help educate our community on personal safety issues and crime prevention techniques.

2.UCPD will propose expanding the services of our Community Service Officers program. This program will be broadened to include daytime CSO patrol hours, the creation of a volunteer community watch program and a speaker who can educate our community about safety. 

Goal No. 2
Increase the UCPD's ability to throughly investigate of all types of crimes

We must continually identify ways to improve our ability to solve crimes, recover stolen property and reduce crime.                                    

07/08 Objectives:

1.UCPD will contact experts/trainers from other agencies to train and update UCPD investigators and officers in new investigative techniques.

2.UCPD will continue to scan the market for equipment and technologies to address this issue (i.e. new alarm technologies and security cameras


Goal No. 3
Address weakness in the survivability of campus radio communications

It is critical that our campus wide radio system survives a natural disaster so that life saving response can be coordinated if necessary. EH&S identified weaknesses that need to be address at our 800 MHZ radio communication tower site.

07/08 Objectives:

1.UCPD will liaison with EH&S, Plan & Design and Physical Plant to determine where a back-up generator for the radio tower will be placed and made tamper proof.

2.UCPD will rely upon EH&S and Design & Construction to determine the structural or foundational enhancements that need to be built to increase the survivability of the radio tower.

3.UCPD will liaison with the campus leadership on the resources and funds necessary to harden this facility.

Goal No. 4
Ensure the continuity of essential automated systems

The UCPD automated supports systems (i.e. report writing; state, local and federal criminal information systems) must remain operational and updated. The 24-hour nature of law enforcement, public safety and the need to process cases in a timely manner makes it critical for our department to have a backup plan to ensure continuity.

07/08 Objectives:

1.UCPD will contact VCA I.T. for guidance and suggestions on backup services in the event of systems failures.

2.UCPD will begin cross-training personnel to deal with this matter.

Goal No. 5
Identify alternative funding sources for department resources and programs

UCPD must not rely solely upon campus funding to acquire resources and develop programs to serve our community.

07/08 Objectives:

1.UCPD MSO's job duties will include the task of finding and applying for grant.

Goal No. 6
Develop strategies to recruit/retain employees, enhance employee satisfaction and staff development.

Like all other law enforcement agencies, we are faced with challenges in hiring and retention. UCPD must continually scan our market and workforce for fiscal trends that affect our workforce. We must also recognize the non-salary based factors that make our department an attractive place to work.

07/08 Objectives:

1.UCPD will create clear career path opportunities for advancement and promotion

2.UCPD will use a combination of temporary and permanent funding for (1) likely salary increases from on-going labor negations between with the police union and Office of the President and (2) pre-approved campus funding for parity increases for officers and sergeants.
